As per the West Bengal Joint Entrance Examinations Board Act, 2014, the State Govt. has conferred the West Bengal Joint Entrance Examinations Board (WBJEEB) the status of a Statutory Body. Subject to the provisions of this Act, the WBJEEB shall have to conduct centralized counseling and admission process of the merit listed candidates seeking admission to 2nd Year (3rd Semester) of Engineering/Pharmacy Degree Colleges/Institutions and Universities of West Bengal through counseling under LATERAL ENTRY scheme in the academic session 2016-17.

For admission into the 2nd year (3rd Semester) of Engineering/Pharmacy Degree courses, it is essential for the candidates to have appeared in the State Common Entrance Examination i.e. JELET – 2016 and to secure a rank and it has been decided by the State Government in the Higher Education Department to continue the admission process on the basis of the norms of the AICTE and other regulatory authorities, the following guidelines and instruction for centralized counseling and admission in the 2nd Year (3rd Semester) of Engineering/Pharmacy Degree course for academic session 2016-17 are provided hereunder :

Guidelines

• Venue of Counselling :
  GITAJALI STADIUM
  Rajdanga, Kasba (near E. M. Bypass) Kolkata - 700 107.
• Period of Counselling :
  29th August 2016 to 2nd September 2016 (as per schedule hosted in Board’ website).
• Counseling Form :
  Counseling Form can be down-loaded from Board’s website : www.wbjeeb.in from 25th August 2016. Candidates should bring the downloaded and duly signed Counselling form (as stated above) with them on the day of counselling.
• Counselling Fee and e-challan :
  Candidates have to pay Counselling fee of Rs. 510/- by either to any branch of Allahabad Bank during banking hours on and from 26th August 2016 to 2nd September 2016 via offline method through system generated e-challan which can be downloaded from the website: www.wbjeeb.in from 25.08.2016 or they can submit counseling fee by online method using Debit Card / Credit Card / Net Banking (any one) through the link which is available in the website : www.wbjeeb.in from 25th August 2016 to 1st September 2016 till midnight.

• Eligibility Criteria :
  • Diploma holders in Engineering/Technological/Pharmacy have to pass Diploma Examination from an AICTE approved Institution with at least 45% marks considering all semesters/parts in Diploma examination without any back paper(s) (40% in case of candidates belonging to reserved category) in appropriate branch of Engineering / Technology.
  • B.Sc. Degree holders have to pass B.Sc. from a recognized University as defined by UGC with at least 45% marks (40% in case of candidates belonging to reserved category) and also have to pass Higher Secondary (10+2) with Mathematics as a subject.
  • Diploma and B.Sc. Degree holders have to be merit listed in the JELET–2016 conducted by West Bengal Joint Entrance Examinations Board to become eligible for admission under Lateral Entry Scheme.
  • For Jadavpur University : B.Sc. Degree holders are not eligible for admission to Jadavpur University. For admission to Jadavpur University H.S. (10+2) or equivalent examination passed diploma holders shall only be eligible.
  • For Pharmacy Courses : B.Sc. Degree holders are not eligible for admission to B.Pharm., Course under this scheme. Other conditions of lateral entry admission will remain unchanged.
  • Candidates belonging to B.Sc. stream and taking admission to colleges affiliated to MAKAUT (formerly known as WBUT) shall have to pass in the subjects of Engineering Graphics, Engineering Drawing and Engineering Mechanics of the 1st year Engineering & Technology Programme along with the subjects offered in the second year of Engineering & Technology Programme. B.Sc. candidates admitted through Lateral Entry Programme to other universities i.e. other than MAKAUT, the subjects to be read along with the 2nd year courses may be prescribed similarly by the concerned university.
  • For B.Sc. candidates, upper age limit is 27 years as on 31.12.2016.
  • Candidates belonging to B.Sc. stream shall be considered only after offering the seats for Lateral Entry to the candidates belonging to the Engg. / Tech. Diploma holders if there is availability of appropriate vacancy.
• Seat Matrix :
  Admission through Lateral Entry Scheme shall be done for all the existing degree level Engineering / Technological / Pharmacy Colleges of the State under the purview of the Higher Education Department, Govt. of West Bengal as per the Seat Matrix to be prepared and provided by the Director of Technical Education, Govt. of West Bengal for centralised counselling to be conducted by WBJEEB. The Director of Technical Education has already issued a Notification in this regard vide no:120(T)/CS dt. 05.07.2016 and circulated the same amongst the Institutions.

As per approved Calcutta University Regulation of B.Tech. in Jute & Fibre Course of Calcutta University, it is mentioned that for Lateral Entry admission to 2nd Year (3rd Semester) of B.Tech. in Jute & Fibre Technology Course of Calcutta University, candidates with Diploma in Mechanical Engg. or Electrical Engg. or Chemical Engg. or Computer Engg. or Electronics Engg. or Textile Technology or Textile (Handloom Technology) or Apparel / Fashion Technology or Passed B.Sc. 2-Year P.G. Diploma in Jute Technology / Jute Technology and Management or B.Sc. in Textiles and Clothing Science or Bachelor of Fashion Design or B.Sc. (With Physics, Chemistry and Mathematics) from any Institute / College or equivalent as recognized by the University of Calcutta and qualified through Joint Entrance Examination for Lateral Entry (JELET) Examination conducted by the West Bengal Joint Entrance Examinations Board will be eligible.

• Reservation of seats for SC / ST / PWD / OBC-A / OBC-B is applicable to candidates of West Bengal only. SC / ST / PWD candidates of other states cannot avail of this facility.
• Diploma holders in Fashion Technology Course of Govt. Polytechnic Institution, Tripura, will be considered for admission to Degree Level Apparel Production & Management Course and Textile Technology Course in Govt. College of Engg. & Textile Technology, Serampore and Berhampur under Lateral Entry Scheme. The domicile criteria for admission to Govt. Engineering & Technology Colleges shall not be applicable in such cases.
• For Govt. Engineering & Technological Colleges and State aided Universities, reservation of seats for SC / ST / OBC-A / OBC-B and PWD candidates will be as per Govt. Rules. For Private Self-financed Universities, if any, reservation rules for SC / ST and PWD candidates of the concerned university shall be followed.
• The candidates ear-marked under any slot of the counseling programme must report at least half an hour before the time stipulated for that slot. The counseling will not be stopped for any particular candidate being absent at the time of reporting.
• A candidate must appear in person at the counseling venue for allotment of seat. However, if a candidate is unable to appear at the counseling in person owing to valid reasons under exceptional circumstances / medical ground, his / her parent / guardian may appear on his or her behalf with all original testimonials as specified in Sl. No. 24 along with an authorization letter from the candidate and undertaking that he or she would not claim for any other seat than the one allotted to his or her parent / guardian through authorization. If the candidate is absent on medical ground, proper medical certificate is to be produced. A Proforma of authorisation letter can also be downloaded from Board’s website.
• A candidate failing to appear before the officials at the allotment counter in order of his/her position in the merit list due to delay on his/her part may be allowed to present himself/herself before the counseling officers immediately after the formalities in the reception counter are over. The claim of such candidate to exercise option shall be limited to the vacancies available at the instant when his/her turn comes for appearing before the counseling officials. An undertaking to this effect is to be given by the candidate at the time of counseling.
• candidate can exercise option only to a single branch of a particular institution of his/her choice where he/she is eligible. The option will have to be exercised in writing with his/her signature at the time of counseling. Once the allotment of a seat is done, no further change of the Institution/branch will be entertained. No refund of money will be allowed under any circumstances.
• Diploma holder teachers in Govt. Polytechnic Colleges, West Bengal are eligible for admission in the academic session 2016-17 under Lateral Entry Scheme provided they qualify in JELET-2016 and procure requisite permission from respective controlling authorities well in advance before counseling.
• Candidates will be required to take admission to the allotted institution within 5(five) days from the date of allotment on payment of requisite fees to the respective institution.
• Besides the eligibility criteria prescribed by the West Bengal Joint Entrance Examinations Board, a few Institutions prescribe some more eligibility criteria specific to those Institutes. The candidates must note those specific criteria before giving options to those Institutions.
• Allotment given by West Bengal Joint Entrance Examinations Board is entirely provisional and subject to fulfillment of eligibility criteria and other conditions specified in the Information Brochure of JELET-2016 at the time of admission. (e.g. all relevant norms and guidelines of D.G. Shipping are to be adhered to for admission to Marine Engineering Degree Course. Similarly PCI norms for Pharmacy is to be followed).
• Counselling as per the declared schedule shall continue till availability of seats. The counselling of a particular branch of Engineering/Technology will be stopped instantly as soon as all seats in that Branch of Engineering/Technology are filled up.
• Candidates belonging to States other than West Bengal shall not be considered for admission to Govt. Engineering & Technology Colleges (not applicable for the candidates vide Sl. No. 10).
• Any candidate appearing at the counseling with counterfeit documents/testimonials will be immediately handed over to the police.
• Any other important information/notification related to the counselling will be immediately communicated through the Board’s website.
• At the time of counseling candidates should report with the following documents :
  • Downloaded Counselling form duly signed
  • Print out of his/her Rank Card from Board’s website as mentioned in Sl. No. 3
  • Board’s copy of the e-Challan (to be retained by the Board), if payment is made through Offline mode.
  • JELET-2016 Admit Card – Downloaded
  • CASTE certificate in original (for SC/ST/OBC-A/OBC-B candidates of West Bengal only) issued by competent authority.
  • Domicile Certificate issued by competent authority as mentioned in the Information Brochure of JELET-2016, if the candidate seeks admission to Government Engineering and Technology Colleges (not applicable for the candidates vide Sl. No. 10).
  • PWD certificate in Original (for PWD candidates of West Bengal only) issued by competent authority.
  • The PWD candidates claiming seats under reserved category are required to satisfy the undernoted criteria :
  Note : For PWD (loco motor disorder, visual impairment, speech and hearing impairment) category candidates a minimum of 40% disability is required subject to the condition that the candidate is capable of carrying out all activities related to theory and practical works as applicable to BE/B.Tech/B.Pharm courses without any special concession and exemption.
